Crazy stuff. Asian restaurants and really nice restaurants tend to have their own way of doing things. $20 on a $250 bill is a bit on the low side. $30 and they might not complain, but $40+ is a lot more standard.
In your average mediocre restaurant, the money goes directly to the waiter. At nicer places that amount of money becomes pretty huge, so it's usually split. Tips are divided between the waiter, cook, busboy, etc. They still shouldn't chase you down over it, but yeah.
The biggest problem with tipping is that people do it. It's one thing to say that owners need to pay staff regular wages, but even when they do people still tip. Here in Washington State waiters make $11 an hour plus tips. If your clientele won't stop adding extra money to the bill, then why not rely on it?

I determine my tip after my meal.
If my service sucks, I don't tip and I let the waitstaff know why. If it's really bad, I talk to the manager. If there's any problem with that I will take my business elsewhere and I have no problem doing that.
Threatening me with bad service if I decide to give your shithole another chance is a surefire way to get me to never come back to your establishment again. In fact, it's a good way to cause a whole lot of problems and get bad mouthed in your community.
