Everyone who owns a vehicle pays yes its done yearly although you don't have to pay if you're not driving on public roads.
It is by far the simplest and easiest means to maintaining roads.
Pavements (sidewalks) on the other hand are taken care of by local councils.

You can do that in a tiny country like GB, but not in sparse countries with larger populations, like India, Brazil, China, the US, Russia, etc.
I'm not sure how it works in the other big countries, but over here, everybody who owns a car has to pay the tax. Interstate roads are usually owned by private companies and are by far the best, while federal roads are usually owned by the State and suck.
