Here in the US it's because the H1B visa program is very abusable, and Indians (and chinks) have pretty much mastered how to exploit it.
They don't.
Most are tech's janitors, doing what they are told in very narrow professions.
Very few are genuine innovators.

and the students are willing to learn it, because they realize it's a niche for them.
people in the west are always biased. They say things like "these exchange students prove that third world country X is more educated on average". of course, it's only because they got the upper class possibly exchanged with lower class in the western host country.

India has English as a second official language in the country, it's easier for them to find an international job, and IT is a feasible option to move out from the shithole.
