Montenegro was a remnant of Serbian state that was mostly independent in Ottoman times.
By the time Turks left we had a local dynasty (who were pretty much Serbian nationalists and founders of Serbian nationalism on top of that).
After WW1, Serbian dynasty overthrew Montenegrin dynasty. Some people who had interest in the rule of former dynasty rebelled with the help of Italians.
Rebellion was squashed (by locals too, not just by Serbians), and it's leader was even later pardoned by Yugoslav (Serb) king.
There was another attempt when Italians came, but people rejected it and rose in biggest revolt in occupied Europe at that time.
After the war, communists came to conclusion that weak Serbia is best for Yugoslavia, so Montenegro was separated and ''Montenegrin'' identity was made formal. So everyone was Montenegrin by dictate.
Funny thing is how the guy who was main designer of this rapidly became Serb nationalist after he fell out of Tito's favor.
He still however argued that we are Serbs who diverged over time.
Now in 90's, our local power-holder (then still Serb nationalist) realized that he could rule here as a king, got support from West, and in 2006 we separated.
Reason for support is isolating Serbia because Serbs are traditionally Russian allies.
He and his mafia buddies rule this piece of land like a private feud, and now we're on our way to enter NATO despite the fact majority opposes it.
Now formal line is ''we were never Serbs''. Notice how ideology of treason evolved.
