I don't know what happened before this, but clearly the police were after her for a reason. Once confronted, she attempted to flee and naturally the officer was forced to remove her from her bike. He then temporarily subdued her by pinning her against a parked car and when he released his grip in an attempt to cuff her (presumably) she struggled and continued to attempt to flee. Everything the officer did from that point on was simply in an attempt to get her under control and cuff her.
