It's actually quite a common idea. Milton Friedman brought it up as a more efficient form of welfare than the New Deal and Great Society programs brought forward by the US government. It keeps the efficiency of free market capitalism while solving the issue of actual freedom. The US was right that without private property, a Soviet citizen couldn't be free because s/he was always beholden to the state. The Soviet Union was right in that the average person in the USA doesn't have freedom because they don't have a choice but to work for someone else, allowing that someone else to potentially exploit them. A Universal Basic Income would solve both problems simultaneously.

I'm not sure where you're getting that but I'm going to assume you were referring to the private property discussion earlier? If you were, my argument there was that if you allow ANY private property, you will breed capitalism because private property is never distributed even remotely evenly amongst people. The rich will always own WAY more and will use the wealth they generate from their private property to generate more private property, etc. You need to have extreme restrictions on such things to have Socialist system with private property that will work at all, and even then it's on the clock - it's only a matter of time before a chink is found in the government's armor, the rich start buying up politicians and influence, and they convert the system back into cronyism.
