The "EU can´t work" is actually not due to this progressive stuff but because of our shared currency. You can´t put economically strong countries (germany, france, UK, norway) together with other weak countries (greece etc). The result will be that the currency will be overvalued (too expensive) for the weak, and undervalued (too cheap) for the strong countries.
The result is for instance, that nobody wants to go to greece for vacation because it´s too expensive, they could have the same in turkey very cheap. This also effects import export. On the other hand, it´s good for germanys export (i.e. for the companies) but bad for import. Basically the Euro is about 20% undervalued for the german worker, meaning that we get around 20% less than we actually should get measured by germanys economic power.
This is the flaw the Euro had from the beginning and was criticized for very heavily. The weak countrys will drag the strong down while at the same time, it will also be bad for the weak.
