My brother teaches kids with mental issues how to swim. He said they simply don't have the same restraint a normal person of the same age which makes them seem stronger. He is a body builder and would have to essentially bear hug these kids until they stopped kicking and sperging.

Fetuses should be screened for them and parents should be informed of the risks like they would be for Down Syndrome. I can't make anyone do anything, but I hope the attitude toward mental illnesses in particular begins to shift and portray a more accurate prognosis of people diagnosed with them. Positives are emphasized far too much and they're viewed as something that doesn't cause major issues if medicated.
Autism is by far the worst offender and I think it should be illegal to give birth to a child even with very "mild" autism. The vast majority of people with autism are not rain man, are no more intelligent than other people, and the negatives associated with them far outweigh the "benefits". If you can fix computers it doesn't really matter if you can't interact with people without sperging out. Nobody is gonna want to hire you and all your coworkers will hate you for being weird.

I work with them for a living in a day program that takes them out in the community for volunteer, recreational and social skill building purposes.
I don't even know where to begin. I see people living lives more fucked up than I can even describe- one client has seizures every single day, can barely speak, has impaired movement and seizures cause him to fall and fall hard. I've had 3 separate 911 calls in the past 6 months for falls.
Another is a 60 year old man with unspecified autism and mental retardation, practically nonverbal, with severe anger issues if his routine is changed or if he's told not to do something too many times. Loves to collect garbage in his pockets and will become angry if you try and stop him. For a while, was pissing in the closet of his group home as some sort of protest.
You see people on all levels of the spectrum of functionality. They aren't in my group but we have clients in our program that hold down full-time jobs, others that could but don't want to, ones that want to and are smart enough but dont have enough behavioral control, ones that aren't smart enough but want to, etc.
There is no easy solution to the problem of the mentally disabled. The public at large will never accept euthanasia of developed people. Abortion is a good option, and honestly having seen the lives of the parents is 100% what I would do.
In terms for society caring for these people, it's pretty cheap. Clients in group homes and in programs like mine are mostly funding these with social security checks or the family's money if family is involved. Programs are cheap because the pay is garbage, turnover rates are incredible, and transportation is not typically covered by group homes and day programs. Federal funding is pretty lacking, and waiting lists for program placement can be pretty long depending on where you are. Closing mental asylums was a bad move.

I knew parents that had raised their severe autistic son (incapable of speech) at home his whole life, and it was in most regards comparable to raising a 5-7 year old permanently. Not exactly easy, but manageable.
But then during his 20s, something changed, probably hormones but nobody knows for sure. Suddenly a person who'd never had severe behaviors is lashing out hitting them, breaking things in the house, screaming, totally unpredictable and very angry. This was every day for almost a year before they got him placed in a severe behavior home. Even before then, medical expenses and need for constant supervision limited their ability to ever go out or travel or lead lives outside of care for their son.
I've seen this happen a couple times too. Something like puberty can be a lot more difficult for somebody that can't communicate or regulate their emotions. It's child-like tantrums in a body with adult-strength in cases like these, so you can imagine a parent not dealing with this well.
