This all sort of depends on what you mean by gravity though. We haven't defined our terms. Most people use gravity referring to the theory that objects with mass attract other objects with mass. To me the term gravity implies a mechanism of objects attraction to each other.
Scientific laws usually involve mathematics that exactly describe a certain phenomenon. Gravity is an explanation of a certain phenomenon and is therefore a theory not a scientific law.
