He chose to be loyal to his subordinates and protect them. That's the mistake he made. Everyone else had people doing stuff like that.

I feel kind of bad for him, granted, it's in hindsight but he really didn't need to go through Democrat documents to help win the election. In fact, even after those guys got caught, things only got worse when he attempted to cover it up. If it had been left alone, the controversy would have died like any controversy that happens today.

He made the EPA, ended segregation in schools, even pushed for a universal healthcare and welfare for families for children to help end poverty. Despite being Republican, he's probably more liberal than most democrats are nowadays.

When he was a senator he and the mainstream GOP pushed all the civil rights bills up to but not including the 65 Act.

In fact he and Johnson had competing bills in the Senate, when LBJ realized he suddenly didn't hate niggers anymore and could get the black vote for the Dems.
