The reason that retail prices have to increase is because the operational costs increase - smuggling is more risky -> smuggled in smaller packages, more likely to be caught, route is longer/more dangerous. When prices increase, demand decreases. There's a certain inelasticity of demand due to addiction, but drug addicts have finite amounts of money and the volume they purchase will have to decline.
