Our Congress tried implementing it once, but it didn't write-in any consequences for people who didn't switch, thus, nobody put in the effort to do it. It's really just a matter of people not caring enough to get the entire country to change systems. I won't defend it.

The imperial system is proportioned to the human body.
A 'foot' is a human foot.
A 'yard' is a leg.
An 'inch' is a finger segment.
A 'mile' is the distance of a good walk.

In any given instance, it always makes sense to use the system of measurement that best fits the scenario. For example, sailors used to use "fathoms" for vertical distances and "miles" for horizonal distances. A fathom is much less than a mile, but this made sense because their world was a pancake.

The effort to force the entire society to use the metric system (which is very arbitrary in actuality) was a communist idea. Where society would be scientifically planned, and thus the entire society should use the same system of measurement as scientists do off in their ivory towers.

They also tried to change clocks to make them base 10 (100 seconds to an hour), but that was one step too far. The people outright refused it.

The reason it matters is that they are very natural to work with. You intuitively know about what a "yard" is.
You know what an "inch" is, in fact lacking a ruler you can estimate with your finger

It's very natural and convenient, which is why it developed over the years.
Why is it so necessary to engineer the entire society to use a system of measurement that is only useful to a few scientists off in a lab somewhere?

It didn't develop over years. In fact the opposite is the case. It was an easy method for the uneducated to measure with simple ways and eventually became obsolete due to education and access to math by a more logical 10th base system.
It's ok for you to not change it due to habit and costs, but stop defending this shit. And btw, in science it isn't used at all for obvious reasons

The metric system isn't the most efficient for every single scenario

Different scenarios have different systems of measurement that work better.
For example, to measure volume we use "decibles", which is a logorithmic scale.

When you're cutting wood, nailing together a house, or stringing some pipe. Inches, yards, feet....etc. are very advantageous because of how intuitive they are.
