If I had it my way I would have the election ballot as a de facto literacy test by English being the only language printed. No racist literacy tests where answers can be subjective or the questions impossible to answer them all in ten minutes. Just knowing how to read and understand the English language, nothing more.

To add: I would also have free English language classes for all citizens and legal permanent residents throughout the year. Print materials would be available for reduced prices based on income. There would be an online option with free materials and lessons for everybody around the world to access.
Ballot samples of the current election would also be available online or mailed early for not only to inform citizens but also for non-English language citizens to study. For a modest fee, non-English language translations of the ballot would be available from official institutions with foreign-language-to-English dictionary/glossary with it. Such resource would be available free online, where non-English language citizens and non-profits or other institutions (such as a local library) may print the materials off for free or a priced-controlled modest fee.
