Well, how it's supposed to be is Hispanic is a person from one of the countries in the former spanish empire. Latino is supposed to be one of the non-anglophones in the Americas (spanish, portuguese, French, etc). ffs, I'm supposed to be Latino if you consider the actual meaning of the term.
Now, just like every other word, dumb people start using it incorrectly to the point where the original meaning means nothing. Now latino is synonymous with hispanic, which basically means anyone who looks like they may have come from south of the Rio Grande.
