No, they assumed control of periphery regions of the Roman Empire. Note assumed control*, not even conquered. There was no cultural revolution, those particular Germanic people had long since integrated into Roman culture, although they belonged to a very remote region which really had no reason to continue an economic alliance with the rest of the Roman world which was centered around the Mediterranian. There were more 'germanic' invasions to come which really did a lot more damage, but the germans were only a small part of a series of pagan invasions.
