How many planets you can 'currently' own yourself, the rest go into sectors which still give you all the RnD and up to 75% tax rate.
Mods should be coming soon to fix that shit though. I also think some govermnet types and tech give you a higher cap.

It's the way they found to combat micromanagement. So that you don't have to micromanage a hundred planets individually, you're forced to put them under AI control through sectors.
It's not so bad, you receive all research normally, and can set their energy and mineral taxes to either 25%, 50% or 75%. The rest they use for development.
The only problem is that they have to be contiguous, otherwise you have to create a new sector, and those are limited in number too.

I think I've played Galactic Civ II, but only for a couple of hours.
They're similar in that they're 4X, GalCiv has more content and variety. Still, Stellaris will likely receive a ton of expansions like the other Paradox games.
The game most similar to Stellaris is Star Ruler, albeit more streamlined in some aspects such as resources and ship design. Other aspects are like Civ V, like strategic resources and planet development.

You do right, though. The first couple of DLC tend to improve the game a lot. There'll also be good mods by then, 40k and Star Wars are already in the works. It'll likely go on sale when the first DLC launches.
