You only need to look at a map to see how vast the land is, if you wanted you could wander off into the wilderness and live illegally, nobody would ever find you, but people often overlook how harsh the wilderness is in the north.
There are also lakes everywhere, if you go north you will never escape the endless lakes, that's why there are no roads up there. If this weren't the case I'd bet more people would live in the north.
