If you're going to put forward money to help starving people, the best way would be to assist them in supplying their own food. Millions of tonnes of food aid gets sent. It doesn't get diverted to armies because the dictators just want to steal it. They don't have the logistical capability of getting it to the starving people. It's a reprisal of the communist bread-line system; a central government has the food and you line up to get it, and it doesn't work.
Colonialization or genocide are the only two serious answers. Install competent leadership and build infrastructure that can make the countries self-sufficient.
