OP you're fucking retarded. All you need to do is buy a drone, figure out how to make it carry something and then release it.
That's literally all. Just a little simple mechanism that carries a jar of napalm (gasoline + Styrofoam) but you leave a bit of room for air so it can explode, with a fuse that lights up the moment you release the jar from the air.
All you need to assure is that the fuse burns out when the jar is close to the ground so it explodes before splashing on the ground. With gravitation equations and the mass of the jar you can calculate this easily.
Basically all you need is that Amazon drone that carries stuff, you just make it carry a homemade bomb.
Most new drones will have some sort of a camera and the ability to follow people you mark on them. The drone in your pic related has that ability. But even if there isn't such ability, all you would need to do is fly the drone high up above shillary, press a button, the jar is released, the fuse is lit, the jar is now falling and by the time it gets to her head it explodes causing maximum damage. Likelihood of survival: 0 %

The first thing you need to realize is that civilian grade drones are designed to carry their own (very light) weight. You can't really attach much else to it and expect it to still fly.
Other considerations you need to make include the fact that you are now legally required to register your drone and label it so it can be identified once it's registered. Also, they use GPS for a number of supplementary functions -including keeping away from airports and the White House- so the moment your drone becomes a subject of interest it's very easy to tie it to you and prove exactly where it's been.
