Titan probe happened years ago with Cassini and the Huygens lander. The Europa Clipper is a go and will be flying sometime in the next decade.

NASA and the university researchers that provide the mental fuel for these projects have an incredible sense of priority. The decadal maps and endless meetings they attend help them prioritize very small budgets to do incredible science.
