So the government is scared of unrest, in other words racism and immigrants.
Racism is hard to remove. People instinctively feel like it's us versus them.
Racism is not all embracing, for example a hardcore racist hooligan can think the black guy playing in his favourite team is a great guy.
If immigrants are not integrated well in to society, racism will be more common and uglier.
The government knows this well and is trying to avoid letting it escalate to a full blown race war.

I honestly never really cared about any of this until they began pushing it on Europe. I've never been to Europe but to see it being flooded with 3rd world migrants like we in the USA have been. It seemed a million times worse because Europe was and always should be white.
