As a former teacher I can say that black culture (and to a lesser extent some Hispanics) does not value education. It's not much to do with class pm either. I had poor white parents who still taught their children respect that was lacking in most black households.

It's not currently working so the solution is to throw more money at it like we have for the last few decades to little or no success.
Somehow more money will always be the solution though, when it comes to education, cuts are the devil and funding is always too little. Somehow we've painted it that at a certain level of funding we'll have amazing results and we just haven't reached it yet, shit is crazy.
Also remove tenure, when teachers are secure in their position they give up. A teacher who needs to work to keep their position is a teacher that will always bring in better results.

What should matter is how that particular question will serve the student in the long run, or if it's practice then it should be labeled as such.
