I'd say that he was an average president as far as policy making goes. He didn't really accomplish anything nor did he really try because he knew congress was republican controlled.
I'll also say that he was shoehorned into the White House. The president before him was a republican so democrats fired on all cylinders to make him look bad, then Obama came in and almost literally ran a campaign on "I'm not Bush (Change)" and everyone threw themselves at his feet, and he got a big boost for running a campaign on being black even though he's only half black (the point is that it shouldn't matter in the first place, but the credit isn't even well deserved). That being said, Republicans tried to make Obama look bad just like the dems did to Bush but I don't buy into it.
His legacy will be The Affordable Care Act which basically tried to force insurance companies to offer care to everyone, and it simultaneously made not having healthcare a taxable offense. What it did was screw over people who already had policies by increasing their rates because now everyone has to float the cost of people who made poor lifestyle choices and now find themselves in need of healthcare and can now receive it.
Not that it really matters a whole lot but he was a big pawn for the leftist progressive movements of the era. People give him credit for the Supreme Court making gay marriage legal even though he had nothing to do with it, he made statements on racial issues like BLM and on Treyvon Martin but was nowhere to be found when other races get murdered by blacks or illegal immigrants, he made statements blaming guns and gun owners every time a shooting happened even though gun crime is on the decline in this country, and basicslly wanted to make America more like Europe for no reason in particular except 'muh progressivism'.
