can take decades, heroin is higly addictive and makes you look like a ghost with bad teeth, but won't out right kill you unless you OD. Before that happens a heavy user needs about a grand every day to sustain their habit. And all that money comes from crime, often getting young people to become addicts so they can make money of them.

Could work in getting the money out of the black economy, but you would have to out price illegal channels, and supply creates demand. It's a very difficult issue, but Im personally in favor of giving addicts drugs for free. It's not ideal, but cost efficient, and at least the money don't go to organized crime.
