It's an advise committee set up to advise the new administration on how to transition, ie take over from Obama administration.
Government is big and complex with lots of roles, so it's essentially an advise and training body to get the new people up to scratch on gov procedures etc. when they come in.
Seems like a bit of a quango (a useless government body designed to give political allies a wage/job), and other campaign teams wouldn't have to use or listen to it if they didn't want to.
Might be useful though, you don't want long gaps of roles and proceedures during a transition of power (i.e. Obamas man leaves, Trumps man can come in and do the same role straight away, rather than a learning gap of a few weeks for example).
In time Trump could change the roles and proceedures of his administration, but it might be useful just to mimic the way Obama has set up the roles and procedures within executive government for a little while (weeks/months) before making big changes so you know at least the roles are being performed, there are no gaps in the transition, and they have aomething to fall back on if the new roles/procedures don't work out. At lot of the Obama ones would have been inherited from past admins and so on, so nothing new.
