What is wrong with a sales tax? It is more justifiable to tax consumption than investment (which is the trade-off you are making by relying on income taxes rather than sales taxes, as money not spent on consumption will be invested). Sales taxes also allow for societal value judgments to be made as is deemed socially beneficial, as when taxes are cut for food but raised for cigarettes, without the heavy hand of the state stepping in to either ban or micromanage everything.
