That is the system's fault, not the patrons.
They need to pay them a living wage without tips which are technically optional most of the time (automatic gratuity aside). If that means they need to up meal prices to accommodate the cost difference that's fine, but the tipping system guilt-trips the customers and fucks the servers.

We pay for the food, your employer uses that money to pay for you. I'm not going to supplement your income unless you perform a manner above and beyond what you are mandated to do as a condition for your employment. Simple as that. If the food comes out fast, the staff are really friendly, the food is good and there's a nice amount for the price then I'll probably tip ten or fifteen bucks.

Just moved to Europe and can see the contrast between the systems pretty clearly.
Tipping is required in the US because the cost of food service is not included in the menu price. You see the price in the menu, then you have to tack on another 10% sales tax (lived in CA) and another 15-20% for tip, so you're really paying 25-30% more than the listed price. Some restaurants are moving away from this by just listing a flat percentage added service charge - however this still hides the true cost of the meal.
In Europe the cost of service is rolled into the menu price, along with tax. What you see written is what you pay. Way better than the US system.

It doesn't depend on the state, this is federal labor law. Now some states (like California) require tipped employees to be paid the full minimum wage. Then any tips they get on top of that is just gravy.
