There is a loophole for post 86 weapons, but you have to be a Class 3 gun dealer to take advantage of it. The guns are called "dealer samples" and the market is tiny. That's how the newer FA guns get around.

The only positive is that it got MAC10s and Uzis out of the hands of street criminals, which were extremely common gang weapons in the 80s. Aside from that it basically accomplished nothing. Full auto is nearly useless and most of the time is not much more effective than semi.

For regular individuals, it depends on the state.
most states allow pre-86 weapons to be owned by civilians, provided you jump through the hoops and don't have a criminal record. There are various ways of doing it, but most people now set up a trust to avoid getting local police sign-off.
if you are a FFL dealer and are friends with the local police, you can get the cops to sign off on "dealer samples" which are intended to be held by you as demonstration pieces for the police, but you can hold them indefinitely. These are the post-86 weapons but you've got to be a federal licensed gun dealer to get your hands on one.

You could probably build something very similar for a lot cheaper, but honestly the price isn't that crazy compared to most of these cash-in's. Spike's Tactical isn't too bad either. Every lower is virtually the same though, so you're paying almost $400 to $500 for some one to dremel memes.
