It comes across as racist, but benevolently, unintentionally, even comedically so. After everything he's said it's impossible to convince the public Trump is not racist, so the only move is to disarm that image. He comes across less as Hitler and more like your grandpa who happens to refer to the people he fought in WWII as Krauts and Japs. In this way it evokes nostalgia and is even a little endearing. Trump has the best people in advertising working on him, there is no way this is accidental. Compare it to Clinton's pathetic attempt to characterize herself as an "abuela." That pandering was obvious and clumsy. Trump's viral pic on the other hand is provocative, challenging. It's on another level.
