I, Claudius isn't a work of history it's based on a book written by Robert Graves. And not a terribly accurate one. By all trustworthy accounts Livia was a morally righteous woman who was merely being smeared politically.
Besides, that show is set near the end of the Julio-Claudian dynasty, Rome's first imperial line. This was like 400 years before the collapse of the Western Roman Empire.
