not necessarily. it is partially dependent relative to how the rest of the world views the situation. during and coming out of ww2 there were many recognized governments in exile including China's. Taiwan ROC for about 25 years was recognized as the only legitimate China for about 25 years and held that UN seat until Nixon/Kissinger. it only changed because so much time had passed and that it was apparent the nationalists were never going to realistically take back the mainland.
