Well, they're not making immunity deals and the like for their own amusement. It's possible that's just a bit of public smoke and mirrors to make people think they'll do something, but in the event that it isn't, there are a few things that some to mind off the top of my head that they're running up against here.
1. The Attorney General, Lynch, has already stated she won't indict. Outside of being told to by Obama or there being an oversight group that can supersede her to bring charges when the circumstances are bizarre like with Hillary, the FBI wouldn't be able to do much anyway but sit around collecting their case materials and waiting.
2. Even should they bring charges, it's a near-guarantee that Obama will pardon her.
3. Should the next POTUS be a democrat, they will also most likely pardon her. Hillary can even pardon herself after she takes the oath, if she wins the election. She'd still get impeached, but she'd never do the perp walk she so richly deserves. Hell, even if impeached and then tried/convicted, the VP-then-president would also give her an out.
4. And so, we have a situation where the FBI's apparent best bet is to build an increasingly damning case while waiting for a sitting president with no ties to Clinton or her financial circles, or at least one that they can get full assurances won't pull the rug out from under them. As much as I'd love for them to come down on her like a ton of bricks right this instant, the FBI can't afford to make a move right now or risk Hillary slipping through their fingers.
