I don't think you understand how broken this country is currently. There is utter lawlessness when it comes to this issue. Normally companies would be getting busted left and right for use of cheap illegal labor, INS would be kicking in doors and deporting people, SANCTUARY CITIES wouldn't even exist.
As for tunnels, ground penetrating radar DOES work, and part of the reason the tunnels are so successful, is again, because our laws are not enforced. Walls do indeed work. Before Israel built its wall, they were averaging a terror attack a week (something around this number, I can't recall), after the wall was built, next to nothing.
