When that amendment was created, the problem of illegal immigration was not really a thing that happened and no one intended for the clause to allow criminals to shit out a baby just over the border and have a free ticket to stay in the US. If the policy of birthright citizenship were to be ended, which would be very hard to do, it would only apply going forward. Citizenship can't be revoked retroactively.
