You can't use descriptions of roman emperors to determine how the romans looked. You use roman art, made by romans. Most roman art shows romans as dark haired people, big eyebrows, and Romanesque noses. That's how the roman nose got it's name.
I dont think they were germanic, but I also find it hard to believe that they were the same people that we call wogs today. Romans are extinct and we probably wont ever know what a proper roman from the beginning of the republic looked like.
