Clearly, they can be reduced. Loans are also not a sign of financial irresponsibility. People need loans to pay for shit like houses, student tuitions and cars. A healthy economy would have people taking out loans without great worries for both them and the bank, and the aggregate demand would actually increase because people can afford to borrow money and buy expensive shit, and they can also afford paying for the rest of their expenses while paying interest on said loans.

The situation the USA finds itself in today is that people cannot afford to borrow money for costly things, and many people who already are indebted struggle to pay both interest and regular expenses.
