They're brilliant lads and I worked with them in Helmand, they put in 110% but you really can't trust their operating procedure.
Example, A lad from my troop was working in nightingale hospital and 6 USMC came into the ED because they'd taken cover in obvious shade at the hottest time of day (was seeded with IEDs), something we're taught never to do.
It's not their fault, the USMC is bigger than our entire Army alone so they tend to cut corners on training

Yes you can join the SEAL program as a citizen if you qualify on all the military requirements. But it's hard a fuck just to even get to BUD/s and once you are there, it just gets fucking harder and harder.
Classes usually start with 200-250 men and by the end of Third phase usually have only 15-20 of the original class members of that 250...
Then after BUD/s they have to go through SQT (SEAL QUALIFICATIONS TRAINING) which is even harder and usually a handful of BUD/s graduates roll put of it.
It's no easy task becoming a SEAL.
