My response is directed at the West.
Eastern countries are very family oriented and I think this saves them from the single mother issue. The single mother is absorbed into the larger family unit. That is not to say single mothers don't exist - but the issue that you speak of is not as prevalent.
In summary the solution is a solid family unit.
You can rebuild that in the West, but it will take time.
