Keep 'em in country or in region on refugee camps protected by international peacekeepers with reasonable rules of engagement or local forces. Cut costs by minimizing amount of foreign profiteers running the show and their wages. Hire inhabitants with saved money to build and run the damn thing with saved money. Supply them with necessities and building materials. Make the most of camp something that can be recycled as temporary homes in their home country once conflict ends. Take only most vulnerable people into western countries. Make naturalization of refugees and people granted asylum effectively impossible. If Ahmed comes to, lets say Scotland for example, as refugee only way to become naturalized Bongistani citizen is becoming more Scottish than locals.

The west has to convince China to drop their non-interventionist policy and economically pressure Russia to stop supporting Assad, and Iran has to be given something in exchange for their withdrawal from the conflict. And NATO/UN/whatever ground troops have to be deployed in Syria in the event that Assad steps down and the syrian military ceases fighting the anti-Assad forces, at which point it becomes possible to push militant islamists out of Syria. Realistically, USA and Russia (EU excluded because it already houses a large amount of syrians) would need to provide economic aid in rebuilding Syria.
If Assad stays in power, the civil war will simply happen again.
