I think the biggest legacy is an administration that poured millions of dollars of pressure to destabilize the Middle East and North Africa, which resulted in the overthrowing of governments in Syria, Iraq, Egypt, Libya, Yemen, and even Ukraine. Once destabilized, his administration financed and provided weapons to groups that don't represent democracy, but instead a different sect of radicals. Prolonged anarchy led to a mass refugee crisis while his administration pressured stable countries to not only accept refugees, but other economically motivated migrants too. Meanwhile he has added trillions to the national debt that will only punish citizens in the future.
If this sounds much like George W. Bush 2.0, that's because he is.
