Al-Nusra sure was western-backed. ISIS less so, a lot of the foreign support IS has, is either private Saudi donors or captured/black market American equipment that other parties in the region sold to them. Since ISIS pretty much annexed Al-Nusra into their own state, a lot of the western equipment Al-Nusra had is now in the hands of ISIS. Of course you can always wonder if the Western powers wanted this to happen.
I think the real issue is that most Arab conscription-aged men either feel themselves too valuable to sacrifice themselves or feel like they dont fit with any of the three Arab fighting forces (FSA, SAA and ISIS).

The US pulled out about a year earlier, so Iraq wasnt occupied anymore. ISIS is just the result of the powr vacuum the US left.
They had a lot of equipment from the start, the remnants of Saddam's army joined ISIS. The US just disbanded the Iraqi army and police in 2003, without actually disarming them or executing them.
Now this is either chronic mismanagement or the US wanted this to happen to distabilize the region, but that still doesnr amount to funding or backing ISIS. Arabs could join the FSA which are openly funded and backed by the Western powers, but Arab refugee males dont seem to care.
