It seems like he his announcing a Zikat for women of one quarter. Zikat currently requires us to pay one dollar but this new arya in the hadith confuses me. Is he saying women must pay an extra quarter on top of the one dollar? or that they only pay a quarter and that this arya abrogates the previous that demanded Zikat of one dollar.

This is a free market, baby. Those people chose to give Stef money, they chose to cut off ties from their family, and Stef did nothing but show them facts and empirical evidence.
