There are many Hadiths that get picked and chosen to justify varing levels of proof or punishment. The result can be vastly different "Islams" around the world. There have been honest efforts at de-fanging a lot of the more incompatible ones, but it's simply a matter of progressive reform forces needing to overcome the incumbant conservative forces. In USA, most muslims are as moderate as conservative christians in the US, some hold even more liberal views. In third world countries, there are different forces at play.
Most terrorist groups use verses from unreliable and mostly rejected Hadiths. This alone proves there's no agreement to use terrorism among muslims. Like the hadith used to justify burning people alive used by ISIS was abrogated very early on in the religion and is contradicted by the Quran.
