What's stopping ISIS from stalking a Nuclear Technician away from the workplace, holding his family ransom, and demanding that Technician do what ISIS wants inside the Reactor?

Although, this gives me an idea. If ISIS wants nuclear material so bad, why don't we give it to them. Hear me out.

The United States will say that it has signed a deal with several European countries to store nuclear waste in various area around Europe. Then we let the hippies protest and smash police cars and whatever. We want to make it seem completely real to everyone. But, secretly, both Europe and America knows that it's all a ruse.

We announce the sites and let the maps to the sites go up everywhere. We should post where and what the security measures are, and leave a very obvious gap in the measures as well. Like post the guard schedule and have a period of like 3 hours where no guard is supposed to be there. We can put up cameras but say they only record between 5 am and 9 pm or something.

Basically, the plan is to lure ISIS or other muslim radicals to the area, in the hopes they try to steal this nuclear material. Then, when the islamists show up and try to steal it, we have a response team ready to go to overwhelm them.

It's like bait car for terrorists.

They randomly attacked Paris and caused them to put a tiny bit of their guard up, which will now make it harder to import an army. If their endgame is a full takeover of Europe, they should have waited a few more years and had one massive attack over the continent.

You'd think people would assume that inside modern nuclear power plants there are thousands of fail safes to stop tampering and the moment any tampering is detected, alarms go off in the facility, the local police headquarters and at the secret service headquarters. The worst that could happen is the reactor being compromised and a radiation leak. As far as disasters go, this one is fairly easy to deal with. What with evacuation, preventative therapy and scrubbing.

What could the technician do? At worst, they could perhaps make them release radioactive steam. There's no way they'd be able to single-handedly cause a meltdown with loss of containment.

Maybe they could leave a valve open that would release radioactive steam and give people cancer 30 years later that they probably would have gotten anyway. Actually they would probably get stopped from doing that when the alarms went off.
