Generally lumped into the Eastern European category. I'd normally fight their corner a bit as I was dating a Bulgarian girl at the time.
If they lived in the UK and had prior experience, or good relevant education for a junior/entry level job, we'd generally treat them pretty well, submit them for roles and often tended to think most had pretty solid work ethic. That is providing your experience/education was either UK or Western European.
If they didn't live in the UK, we'd often not bother unless we were looking at very senior roles, and even then they'd have to be a stand out candidate. This is where I'd make a case to my manager to get them put forward, but often we'd get push back from the client's HR.
Essentially, unless your experience or education (preferably both) is from Western Europe, you'll either be written off by the recruiter or by the HR without a fair chance. It sucks, but that was the attitude at Modis (IT wing of the Adecco group). Other recruiters might be different, and HR/hiring managers that aren't massive cunts will also make a difference. E.g. BT were retardedly picky and you'd likely not get even a telephone interview unless you had a white name at one point, whereas Plusnet was more happy to hire immigrants and I even managed to get a Polish barista a job as a junior java engineer after he taught himself in his spare time (I imagine this would have never happened unless he was already living nearby however).
