Texas was a state belonging to Mexico until America settlers moved it and declared independence.

Not really, Polk wanted Texas in the union. One of his main focuses was upon achieving manifest destiny, which annexing Tejas would help. Really the only thing stopping them was the whole mexico claiming that Texas wasn't independent.
