Note that one of the big reasons why the Oil prices are so depressed right now is that Saudi Arabia is trying to crash the Fracking companies in the United States, and dumping their prices a few extra dollars would give them a huge edge.
And the big issues in any case are:
Venezuela's economic reliance on oil, which was made worse by Chavez and Maduro. Increasing from 70% of exports to 95% of exports during their government.
Despite having such a reliance on oil, and knowing oil has such volatile prices, Chavez and Maduro didn't save any money during these years. Compare to countries like Saudi Arabia, which have enough savings to live up to a year with 0 profits from oil.

The Bolivar dropped significantly so it is expensive to buy from outside, all thanks to speculators (same thing happened in Russia till they free floated the ruble). With this, Venezuela has the opportunity to invest in its own production - especially in things in high demand. But the mixture of no central planning and it's shit agricultural policy (same that Russia did, regretted, reversed and warned others like China not to do), that is killing it.
They don't need US, but they sure need to really invest it's money into venture funds and programs aimed at building industry, rather than handing shit for free and collective farming.

Saudi oil is cheap because they're some of the largest conventional oil reservoirs in the world. You really don't need to spend money on technology. Hence the massive Saudi welfare state that is crashing down right now.
It's cheap because they had it, stored it, kept prices way too high for way too long, suddenly realised that they were being threatened by a trend away from consumption and alternative supplies, and then decided to sell from their strategic reservoirs.
But heavier (high length chains, require more expensive refining to useful states), and less profitable Venezualan oil isn't an issue of tech - it's still typically conventional to the point of being cheap for export purposes - but for Venezuela it's an issue of dutch disease and unfree, undiversified economies, not oil.
