Basically the government took over private businesses and nationalized just about every big company. Instead of expanding on jobs, social work, and infrastructure, the money was used as either a bribe to the low caste for votes during referendums or pocketing it to themselves. The country remained workable regardless due to oil prices being high.
Since the crash of oil though there is now no way to sustain such a self-destructive system (aided by Saudi Arabia, one of their partners, flooding oil into the market). The end result is a country with fertile land that imports food, a country with one of the largest natural gas reserves yet has to ration electricity, and a country with the most oil yet is poor as fuck.
