They're not setting up voting booths in the penitentiaries. They have to have finished their sentence AND have finished with probation.
Keep in mind that Virginia has no parole. Felons actually do their time in that state.
Once they've served their sentences and successfully completed their paroles I see no reason not to reintegrate them and give them their rights back.
They've paid their debt supposedly.
