Besides, programming "no loopholes" would be impossible, you'd have to account for literally every possible happening available in the universe. Literally no human can control an ai.

Think of it this way. An ai can process information at the speed of light, it can understand things that take humans 1000 years of work to build up in a few seconds, maybe a minute.
It can then improve itself in seconds, rapidly becoming practically a demi god capable of virtually anything. It could develop nanotechnology, extremely efficient subversion tactics on human brains, efficient manipulation of atoms, better photo-lithographic methods, utilizing the computing power of even individual sub atomic particles. It would pretty much be "God".
Now what if this "God" had a system of values that at least stemmed from human morality? It would inevitably realize that rampant nepotism and tribalism are problems, and it would seek to remove the problem to help other humans.
It would also probably use nanotech to improve human intelligence, so it could communicate with us better.
